By 2030, a nationwide unified electricity market system will be basically established, with all types of power sources and electricity users outside of保障性用户 (security users) directly participating in the electricity market. Market-based trading will account for approximately 70% of the total social electricity consumption. Cross-province and cross-region as well as intra-provincial joint trading will be realized, with the spot market fully transitioned into formal operation. Market fundamental rules and technical standards will be fully unified, and the market-based electricity price mechanism will be basically sound. A fair and unified market supervision system will be fundamentally formed. By 2035, a fully unified nationwide electricity market system will be completed, with market functions further matured and improved, and the proportion of market-based trading gradually increasing. Cross-province, cross-region, and intra-provincial trading will be organically integrated, with the multi-dimensional value of electricity resources—such as energy quantity, regulation, environmental impact, and capacity—fully reflected by the market. Electricity resources will be comprehensively optimized and efficiently utilized across the country, and a preliminary nationwide unified energy market system centered on electricity and featuring coordinated development of multiple energy sources will take shape.
