To further deepen the reform of the electricity system and improve the nationwide unified electricity market system, the General Office of the State Council recently issued the “Implementation Opinions on Improving the Nationwide Unified Electricity Market System,” which systematically plans the goals and tasks for the next 5–10 years of the nationwide unified electricity market.

The “Implementation Opinions” propose that by 2030, a basically complete nationwide unified electricity market system will be established, with all types of power sources and electricity users except for guaranteed users directly participating in the electricity market, and market-based trading accounting for about 70% of the total social electricity consumption. Cross-province and cross-region joint trading will be realized, spot markets will fully transition into formal operation, and the market-based electricity price mechanism will be basically sound. By 2035, a fully developed nationwide unified electricity market system will be in place, with market functions further matured and improved, and the proportion of market-based trading gradually increasing. Electricity resources will be fully optimized and efficiently utilized across the country, and a preliminary form of a nationwide unified energy market system centered on electricity and coordinated with multiple energy sources will be established.

Focusing on the latest development goals, the “Implementation Opinions” emphasize a series of innovative measures.

The “Implementation Opinions” propose to improve the cross-province and cross-region electricity trading system by promoting normalized cross-grid market transactions between State Grid and China Southern Power Grid, increasing the scale of cross-province and cross-region transmission and the transmission of clean energy.

In addition, the “Implementation Opinions” suggest promoting greater participation of private enterprises in the electricity market, improving the price formation mechanism primarily determined by supply and demand, and prohibiting local governments from illegally implementing preferential electricity price policies.
