The State Council held its 18th special study session themed on deepening and expanding “Artificial Intelligence+” and comprehensively empowering thousands of industries. Premier Li Qiang presided over the session and emphasized the need to fully promote technological innovation, industrial development, and application empowerment in artificial intelligence, cultivate and strengthen new productive forces, and drive high-quality development.

Li Qiang pointed out that it is essential to have a deep understanding and grasp of the development trends of artificial intelligence, promote breakthroughs across the entire AI chain, implement AI in all scenarios, and unleash greater development potential. Continuous efforts should be made to solidify the technological foundation, promote algorithm innovation, increase supply of high-quality data, enhance the performance of large models, and proactively layout new technologies and pathways. We should vigorously advance large-scale commercial applications, promote AI terminal and service consumption, build pilot bases for AI applications, develop and expand the intelligent agent industry, and explore more high-value application scenarios. Accelerate the cultivation of an industrial ecosystem, optimize the layout of intelligent computing resources, strengthen coordination of data, computing, electricity, and network resources, promote hardware and software compatibility, and form a development pattern that connects upstream and downstream of the industry chain. Actively promote open cooperation, expand international technological exchanges and application development, and build an open-source technology system and community. Persist in coordinating development and security, strengthen AI governance, improve relevant laws, regulations, policies, application standards, and ethical guidelines to ensure a solid security foundation for AI applications.
