The 2026 Spring Festival holiday is approaching, and nine departments including the Ministry of Commerce have recently issued the “2026 ‘Happy Shopping for the New Spring’ Spring Festival Special Activity Plan,” guiding various regions to launch a 9-day “Happy Shopping for the New Spring” event covering the entire chain of food, accommodation, transportation, tourism, shopping, and entertainment.

On February 11, Sheng Qiuping, Vice Minister of Commerce, revealed at a State Council Information Office press conference that a total of 2.05 billion yuan has been allocated across regions to directly benefit consumers during the nine-day holiday through the issuance of consumption vouchers, subsidies, red envelopes, and other forms.

Where can you get real monetary benefits?

According to Sheng Qiuping, the Ministry of Commerce is implementing a “policy + activity” dual-driven approach by hosting the “Happy Shopping for the New Spring” Spring Festival special event, which will introduce a series of high-value policy packages during the holiday to promote festive consumption.

In summary, consumers can receive three major real monetary gift packages:

First is trade-in and upgrade. The first batch of 62.5 billion yuan in national subsidies has been distributed to local commerce departments. During the nine-day holiday, regions will increase subsidy allocations to fully ensure consumers can apply for subsidies according to policy requirements.

The second “gift” comes from prize-winning invoices. Recently, the Ministry of Commerce, the Ministry of Finance, and the State Taxation Administration announced a pilot program for prize-winning invoices in 50 cities, with a total of 10 billion yuan in awards and subsidies to be distributed over six months. During the nine-day holiday, the prize pool will exceed 1 billion yuan. Consumers in pilot cities who shop, dine, travel, or stay at hotels and receive invoices with amounts over 100 yuan are eligible to participate in the lottery.

Finally, support from financial institutions is also available. Sheng Qiuping stated that the People’s Bank of China and the Financial Regulatory Administration will guide financial and payment institutions to collaborate with merchants to launch various “Happy Shopping for the New Spring” discounts, covering sectors such as airline tickets, hotels, dining, and attraction tickets.

Guo Wuping, spokesperson for the Financial Regulatory Administration and Director of Policy Research Department, said that financial institutions will ensure a reasonable number of branches remain open during the holiday to meet the public’s financial service needs.

Regarding financial support, Guo Wuping mentioned that many financial institutions will cooperate with key merchants to plan colorful Spring Festival promotions, offering red envelopes, full-amount discounts, points-to-cash, and other benefits to bring joy and tangible benefits to the public, guiding financial resources to better serve social and people’s livelihoods.

Specifically, in the field of consumer goods, financial institutions will increase personal consumer loan issuance. However, the Financial Regulatory Administration also requires institutions to reasonably determine loan ratios, terms, and interest rates, actively support trade-in and upgrade of durable goods such as cars, home appliances, and furniture, and further develop platforms for car insurance and used car information services. They will accelerate the construction of a comprehensive classification system for insured vehicle models to strongly promote automobile consumption.

In the realm of new consumption, financial institutions are encouraged to cooperate with merchants to develop financial products and services suitable for new consumption patterns, supporting the development of digital, experiential, intelligent, and customized consumption modes.

“Of course, during this process, we need to strengthen the protection of financial consumers’ rights and interests, enhance disclosure of financial product and service information, regulate marketing and sales behaviors, strengthen data security and personal information protection, improve multi-channel dispute resolution mechanisms, and properly handle consumer financial disputes,” Guo Wuping emphasized.

Prices of essential goods remain generally stable nationwide before the holiday

As the holiday approaches, ensuring the supply of essential goods is a major concern for consumers. Yang Mu, Director of the Market Operation and Consumption Promotion Department of the Ministry of Commerce, said that regions have actively organized key supply enterprises and production bases to strengthen production and sales coordination, expand sources of goods, increase stock quantities and varieties, and enrich holiday market supplies.

At the same time, various reserve adjustment measures are in place. On February 5, the Ministry of Commerce, together with the Ministry of Finance, organized the release of 2,000 tons of central reserve frozen beef and mutton in ethnic minority areas to increase meat supply during the festival. They also guided regions to flexibly arrange local reserve meat and vegetable supplies based on actual needs. Anhui, Fujian, Shandong, and other places have implemented over 100,000 tons of pork and winter-spring vegetables reserves, fully leveraging provincial reserves to stabilize the market. Qingdao released 17,000 tons of vegetables and frozen pork reserves at 123 distribution points in the city, ensuring stable market supply. Shanghai and Hubei launched government-discounted meat and vegetable supplies, with average prices reduced by over 10%.

Additionally, the Ministry of Commerce actively guides key commercial circulation enterprises to operate normally during the holiday, increasing replenishment and stocking frequency. According to a survey by the China Chain Store & Franchise Association, over 99% of the top 20 chain supermarkets were open during the Spring Festival, with about one-third extending their operating hours.

According to big data monitoring from the Ministry of Commerce, the supply and demand of essential goods nationwide are both strong before the holiday, with overall stable prices. As of February 9, stocks of grains, oils, meats, and eggs in major national chain supermarkets increased by over 20% compared to the same period last month, and vegetable stocks increased by 7.7%.

Yang Mu stated that during the Spring Festival, commerce departments at all levels will strengthen duty shifts, closely monitor market conditions, continue to ensure the supply of essential goods, and guarantee that people can enjoy a joyful New Year.
