Idle land and houses should be activated and utilized in accordance with the law, and the orderly promotion of rural collective operational construction land entering the market should be carried out, giving farmers more comprehensive property rights and creating conditions to increase farmers’ property income through multiple channels. At the same time, it is necessary to uphold bottom lines and red lines in this regard, strictly prohibit the entry of rural collective operational construction land into the market for the purpose of building commercial housing, strictly investigate and prevent illegal and irregular purchases of rural houses and homestead land, and strengthen the standardized management of rural house leasing.
